Mr. Secretary, Mr. Mayor, Congresswoman, Dr. Evans, Josh and the community and civic leaders of Atlanta, it is a distinct honor to be here at the Jimmy Carter Center and Library to witness the naming of the USS Atlanta, a Virginia-class submarine that represents not only the strength of our Navy but also the enduring legacy of service that President Jimmy Carter embodies. President Carter, as we know, is the only U.S. president to have graduated from the U.S. Naval Academy, a unique distinction that reflects his lifelong commitment to duty and service. His Navy journey didn’t stop there—he went on to serve in the nuclear navy under the mentorship of Admiral Hyman Rickover, the father of the nuclear fleet.
Admiral Rickover, known for his relentless pursuit of excellence, once said, “Good ideas are not adopted automatically. They must be driven into practice with courageous patience.” President Carter’s time in the nuclear navy under Rickover’s demanding leadership instilled in him a dedication to perseverance, integrity, and responsibility—qualities that have defined his public service and his life. It’s fitting that this submarine, a technological marvel in its own right, is named here in a place so closely tied to President Carter’s legacy.
Atlanta is a city that has been a center of progress and change—qualities that reflect President Carter’s own contributions to our nation. From his time as Georgia’s governor to his presidency and his post-presidential humanitarian efforts, President Carter’s connection to Atlanta runs deep. Naming this submarine the USS Atlanta this vessel to a place that has been shaped by Carter’s leadership and vision for the future.
This year, we also celebrate another milestone: the 2024 White House Christmas ornament, which features President Carter. The anchor design is emblematic of his time in the Navy. It has peanut flowers and peanuts. There is a dove of peace and the globe. And his own USS Jimmy Carter submarine. This ornament serves as a reminder of his enduring legacy in the White House, a legacy rooted in compassion, diplomacy, and a deep sense of duty to the American people. As we look back at his presidency, we’re reminded of the ways he’s impacted our nation’s history—and how his influence continues to resonate today.
As the USS Atlanta is named today, we celebrate not just a great new submarine, but the ideals of honor, courage, and commitment that define the United States Navy. And we honor President Carter, whose life of faith, service, dedication, and leadership will inspire all who serve aboard the USS Atlanta.
And of course, as a proud Navy man himself, President Carter must be thrilled that Navy football is having an outstanding season—undefeated at 6-0! It’s a great moment for the Navy, and I know he’s smiling at that accomplishment. GO NAVY!
