President Abraham Lincoln issued the Emancipation Proclamation on January 1, 1863, declaring “that all persons held as slaves…shall be then, thenceforward and forever free.” Although this proclamation did not eliminate slavery in all parts of the United States, it fundamentally altered the character of the Civil War, transforming it from a sectional conflict to a war for freedom and abolition.
